VIITORUL UNIUNII EUROPENE IN LUMINA CONSTITUTIEI EUROPENE

 

In December 2001 the Heads of State of the European Union declared that a Convention on the Future of Europe was to be convened with a view to determining how the EU could be made more democratic, more transparent and more efficient. In June 2003, after 18 months of discussion, the members of the Convention presented a “Treaty Establishing a Constitution for Europe”. This Treaty was then passed to an Intergovernmental Conference for further discussion. After negotiations the European Heads of State agreed a final text for the Treaty in June, witch was signed by Heads of State in Rome in October 2004. The Treaty is now currently being ratified in each of the 25 Member States trough a combination of parliamentary votes and public referendums. The main objective of this article is to highlight the nature of the process through witch the text of the Constitutional Treaty was convened; the institutional changes and the changes in the Community’s legislative tools that will occur after the ratification of the Constitutional Treaty.
