The idea of public service answers to the need of certain social activities, function of the nature of the pursued objectives and interests, to be exempt from the market rules and from seeking profit, in order to be managed according to specific criteria. Thus, every one has access to certain goods and services and an important contribution is made to the economic, social and cultural balance and cohesion of the society.
