The literature on building local development strategies became a constant presence in professional discussions of persons interested in public administration reform in Romania. Current article offers an overview of various modalities of formulating a local development strategy, some of the most frequent problems that strategy developers are faced with in the process, and possible suggestions for solving these problems.
