TENDINTE ACTUALE PE PLAN MONDIAL IN FINANTAREA AUTORITATILOR PUBLICE LOCALE - SITUATIA ROMANIEI
The World Bank experts analyzed the current economic and financial background and concluded that there are three main trends:
1. Decentralization
2. Globalization
3. World competitiveness
All three trends have impact on the local authorities, but the major impact is done by the first one. The main issues at the European level seem to be solved in the future by adapting the American model of local administration financement thru the market of capital. The Central and East European Countries followed the same pattern but in a accelerated rate. Romania has a significant delay in the economic reforms.
However the reforms in the local administration were realized at the European institution pressures.
