ASPECTS GÉNÉRAUX SUR LA DÈCENTRALISATION ET L'AUTONOMIE LOCALE
Romania, like other countries in transition towards a democratic system of government, faces, as a weakness, the challenge posed by the lack of citizen participation to political and administrative decisions. This paper intends to show that similar difficulties exist in communication process between citizens and officials in traditional democracies and to underline the importance of central-local relations framework in the modern administrative systems.
