MANAGEMENTUL PRIN OBIECTIVE
The paper discusses the management by objectives (MBO) in Public Administration from the management systems perspective. It starts with an important distinction for the discussion: that between public and private management, the analysis of the management systems oriented inputs (financial management), oriented process and oriented output (MBO); the explanation of the MBO’s structure, its advantages but also the conditions it requested to be fully functional.
