INTRODUCTION
As Romania moves away from a highly centralized form of government, the involvement of the community in social and civil matters is very important. NGOs are a new type of social organization. They are similar to business in the need for financial control, project and staff evaluations, strategic planning, administrative overview, human resource management, ethical concerns and quality of services. They are also concerned about their customers – those who need the services of the organization. A business may manufacture prostheses for handicapped people. A NGO may provide counseling and referral services to the handicapped, including subsidies for prostheses. Both provide a much needed services to the community.
