SOCIAL RESPONSIBILITY DEPOLITIZATION AND THE CURRENT CIVIL SERVICE IN IUGOSLAVIA
This paper looks at the broad theoretical issues of social responsibility vis-à-vis depolarization in Contemporary Civil Service Systems. A clear distinction has been established between the existing models of Public Administration from a politico-administrative perspective. The paper argues for larger involvement of non-governmental organizations (NGOs) in the national policy-making process, and for the promotion of civil education amongst citizens. It also argues for more appropriate and socially responsible Public Administration, capable of meeting the increasing demand from citizens and a modern society. Finally, different theoretical ideas developed in the first part of the paper are applied to the Federal Republic of Yugoslavia's Civil Service(s) in a case study.
